Prepare the entry documents well before travel
Korea’s Animal and Plant Quarantine Agency (APQA) sets the entry requirements for dogs and cats. Ask APQA and your departure country’s veterinary authority which documents, vaccinations and tests your animal needs for the actual route and arrival date.
Prepare a readable microchip and the required government-issued or government-endorsed health certificate. Where a rabies antibody test is required, the minimum result is 0.5 IU/mL. This is a laboratory measure of the animal’s antibody response, not a vaccine dose. Age and accepted rabies-free-origin exceptions can affect the testing requirement; confirm whether your animal qualifies.
For departure from the United States, USDA APHIS’s Korea instructions require a health certificate issued by an accredited veterinarian and endorsed by USDA within 30 days of export. That timetable should not be applied automatically to animals departing from other countries.
Ask the veterinary authority to check the microchip number, test dates, health statements and certificate validity together. A private vaccination booklet alone may not satisfy the official certificate requirement.
Confirm any additional requirements for the origin
Use APQA’s current dog-and-cat entry information and ask about the animal’s age, country of origin and transit route. Rabies-free status and additional disease controls can change. Do not rely on a country list copied from an older guide.
Tell APQA how many animals will travel and whether you are accompanying them. Ask whether advance notification or another import process applies. The number of animals alone does not explain the purpose of the journey.
Present the animal for quarantine inspection
Follow the arrival signs for animal quarantine and present the animal with its documents before completing customs clearance. At Incheon, ask airport staff for the current quarantine desk in your terminal; desk locations can change.
Missing or unsuitable documents can result in detention or refusal of entry, and the owner can be responsible for associated costs. Meeting the document requirements does not replace the arrival inspection. Resolve uncertainties with APQA before travel instead of planning to obtain a missing test at the airport.
Confirm carriage before buying your own flight
Reserve the animal with the operating airline, including every connection. Weight is normally assessed together with the carrier, and meeting a weight limit does not guarantee a space.
- Korean Air allows eligible cabin pets up to 7kg with their carrier. Snub-nosed breeds are barred from the hold but may qualify for cabin travel; this is not a blanket ban on flying.
- T’way advertises a 9kg limit including the carrier, subject to its route and carriage conditions.
For any airline, confirm species, breed, age, carrier dimensions, ventilation, flight availability and document requirements. Use the airline’s current rules rather than an older all-airline comparison table. Ask your vet about feeding and fitness to fly; there is no one fasting instruction suitable for every animal.
Getting around Korea
Trains. Korail (the national railway operator)’s current etiquette page describes vaccinated pets up to 10kg in a suitable carrier within its stated 100cm combined dimensions (45 + 30 + 25cm). Check the exact service before booking, including whether and how an extra seat can be used. Check the operator’s current pet rules for each train you will use.
Buses. The government legal guide says acceptance, dimensions and weight depend on the operator’s terms. Confirm with the bus company in advance and use a secure carrier; do not assume one published size covers every bus.
Subway. Check the operator’s current pet rules. Use a secure carrier and keep the animal from disturbing other passengers. Do not assume that an open sling meets the same conditions as a closed carrier. Assistance dogs have separate rules, explained in “Service and assistance animals in Korea”.
Taxis. Confirm acceptance with the provider and use a suitable carrier. A dedicated pet-taxi service may be useful for an airport journey. Ask about the vehicle, animal limits, cleaning fees and pickup arrangements before booking.
Confirm accommodation and venue access
Check the policy for the exact property, room and animal before paying. Ask about size or breed limits, fees, permitted areas and whether the animal may be left alone. A pet-friendly search filter helps find options but does not answer every condition.
Check daytime visits separately. Some cafés, parks and shops admit pets in particular areas, while others do not. Confirm whether the animal must remain in a carrier or on a lead and whether indoor access is allowed.
Taking the animal out again
Arrange the destination country’s entry requirements and any transit conditions before leaving home. Tests, permits and waiting periods can require preparation well before your return flight.
Ask APQA how to obtain the required export health certificate, including the appointment, examination, documents, fee and office hours. Complete the process before airline check-in and allow enough time for any required examination. Airline acceptance and government certification are separate steps.
