Distinguish a text code from an identity check
Two things happen when a Korean app asks to confirm who you are, and they are easy to confuse because both start with your phone number.
A one-time code by text. The service sends an SMS to whatever number you typed and asks you to type the digits back. The code checks access to that number; the service may perform other account or security checks separately. A plan with SMS reception may do this, subject to the service accepting the number.
본인인증 — identity verification. The service hands you off to a licensed agency, which matches your name, date of birth, nationality flag, carrier and national identity number against the carrier's subscriber record, and returns a token confirming you are a specific registered person. Many passport-issued tourist plans do not support this; confirm the specific product with the carrier.
Check which type of verification the service requires before choosing a mobile plan.
Why a text code is not identity verification
NICE’s mobile verification service distinguishes carrier-backed identity checks from simply receiving a text. Such a check uses subscriber information and an eligible line. A passport-issued tourist plan may provide calls and SMS without supporting that service.
Ask the seller specifically whether 본인인증 is supported. Do not infer that support from the presence of an 010 number, or assume that all foreign residents have the same restrictions as short-stay tourists.
Opening a mobile line
Eligible visitors can buy a tourist mobile plan using the documents accepted by the provider. The Telecommunications Business Act’s enforcement decree includes passports among the documents accepted for foreign subscribers. Ask the seller what you need to present and how activation works for your selected product.
Activating the line does not establish that it supports identity verification for apps. Confirm that feature separately if a service you need requires it.
What the number does and doesn't unlock
| Feature | What to check |
|---|---|
| Calls and booking callbacks | Check that the plan supports voice calls and has any credit needed for outgoing calls. |
| Text codes | Check that the plan receives SMS and that the app accepts the number. |
| PASS or another identity check | Ask the carrier whether your subscriber record and plan support the required identity check. |
| Payments and ticket bookings | Check the platform’s identity, payment-card and event requirements. |
| Messaging apps | Complete account registration and any additional security checks. |
Confirm whether your line supports PASS
PASS provides mobile identity and certificate services through participating carriers, including SKT, KT and LG U+. Its official FAQ answers the foreigner question with a conditional, not a yes: foreigners can use it if mobile identity verification succeeds and if signing up for the certificate app is possible. Confirm both requirements with the provider before relying on the service.
> 네. 휴대폰본인인증을 받을 수 있고, 인증앱 가입이 가능하면, 외국인도 이용이 가능합니다. A registered foreign resident may be eligible on a supported line in their own name. A tourist plan opened with a passport may not qualify. Confirm with the carrier before relying on PASS.
Separate registration and security requirements also apply to KakaoTalk (a messaging app widely used in Korea). Registration itself works on a foreign or Korean number. But Kakao's own Talk Safety Pass guidance — the mechanism that lifts the automatic restrictions Kakao's anti-abuse system applies to accounts it finds unusual — is available only to "users who signed up for Kakao Certificate using a South Korean mobile phone number", and issuing that certificate is itself a 본인인증 step.
Visitor verification options
On 4 June 2026 Naver introduced 여권 인증 — passport verification — open to "해외에서 발급된 여권을 보유한 외국인이라면 누구나", any foreigner holding an overseas-issued passport, letting them authenticate with an overseas-issued passport instead of a Korean identity number, and unlocking Naver reservations, orders and payments. Naver describes a smartphone passport-verification flow; its announcement does not require every visitor to perform a one-won bank transfer. This route does not require a Korean SIM. This is Naver’s verification route; each merchant and payment step can still have its own requirements.
Other platforms have their own visitor flows. Baemin introduced overseas-card guest ordering in March 2024; the international CatchTable app explicitly does not require a Korean number. Neither establishes the rules of every other app.
What actually helps
- Set up the apps you need before travelling, where their registration process allows it. If you remove or disable your home line, it may stop receiving codes; a compatible dual-SIM setup can keep it active, subject to roaming terms.
- Keep your home number reachable when needed. On a compatible dual-SIM phone, you may keep it enabled for account codes while using the travel line for data. Check charges and settings.
- Check the global or visitor version of an app where one exists. Read its actual registration and payment requirements.
- Check each service separately. A Korean number may support calls and texts without satisfying an app’s identity-verification requirements.
