Compare the climate averages
These are 1991–2020 climate averages, not a forecast for your visit. The daily high and low columns average many days over that period; they are not limits on how hot or cold a particular day can become. Precipitation is the average monthly total.

Plan for cold days and freezing nights
Seoul and inland destinations can have long periods below freezing. Coastal Busan and low-lying Jeju are generally milder, but wind can make an exposed walk uncomfortable. Jeju's mountain conditions are very different from those along its coast.
Use the forecast for the places and elevations you will visit. An average daily low is not a guaranteed temperature, and a mild afternoon does not rule out ice the next morning.
Allow time indoors
Short daylight makes it useful to schedule outdoor sights earlier and keep museums, cafés or other indoor activities for later. Check each attraction's last admission as well as its closing time.
Gyeongbokgung normally uses shorter winter hours. Other palaces and museums have different schedules, so use the Royal Palaces and Tombs Center and the relevant museum's current notice before setting your route.
Check New Year and winter-event plans
1 January is a public holiday. Sunrise viewing can attract large crowds at popular east-coast locations, so reserve transport and accommodation when sales open. Train tickets are not necessarily available months in advance.
Seollal, Korean Lunar New Year, falls in February in both 2026 and 2027. Its timing changes in other years, so check your travel year's calendar.
Winter activities include ski resorts, the Hwacheon Sancheoneo Ice Festival and the Taebaeksan Snow Festival. Consult the Hwacheon organiser or Taebaek festival site for the edition you intend to attend. Ice, snow and operating conditions can alter a programme.
For skiing, check which slopes and lifts are open rather than assuming a resort's winter season means all terrain is available.
Pack for warmth and slippery ground
Bring an insulated coat, layers, gloves and a hat that covers your ears. Comfortable shoes with good grip help on icy pavements and uneven courtyard surfaces.
Lip balm and moisturiser can help if cold air and heated rooms leave your skin dry. If you use hand warmers, follow their instructions and avoid prolonged direct contact with skin.
Keep an indoor alternative for very cold, snowy or windy days. January can suit a winter-focused trip, but it requires more attention to conditions than a mild-weather walking holiday.
