Where you may legally smoke

Watch it done

Can you smoke here or not? 🚬🚭 — Talk To Me In Korean

Look for a designated smoking area

The clearest way to find a permitted place is to look for 흡연구역, meaning “smoking area”, or ask staff. 금연구역 means “no-smoking area”.

Restaurants, cafés, stations and many other public premises are smoke-free. Some provide a separate permitted smoking room, but they are not required to make one available for visitors. Follow the venue's boundaries and instructions.

Do not assume that a doorway, balcony, alley or quiet patch outside is a permitted smoking area. Outdoor restrictions can extend beyond the building itself.

Check Seoul's outdoor restrictions

Seoul designates the area within 10 metres of subway entrances as smoke-free. Median bus stops and designated plazas and parks are also covered. The city and its districts designate additional zones, including streets and areas around other facilities.

The city's smoke-free area guidance explains the main categories. Look for signs and pavement markings at the actual location, and ask if you cannot identify the boundary.

Rules differ between municipalities and between types of facility. Do not apply a Seoul distance rule to every location in Korea without checking.

Vaping is not an exception

Electronic cigarettes and heated tobacco are subject to smoking restrictions. Do not use them in a no-smoking area simply because they produce less visible smoke or smell.

From 24 April 2026, Korea expanded its legal tobacco definition to include nicotine products that had previously fallen outside it, including synthetic-nicotine vaping liquids. The government's explanation describes the change.

Fines depend on the zone

Smoking in a designated no-smoking area can result in a fine of up to ₩100,000. The actual amount depends on the legal category and local designation; it is not a flat nationwide amount for every location.

If you receive a notice, follow its payment and representation instructions. Do not assume that a first offence is exempt or that a discount automatically applies. Some cessation programmes can affect a fine under specified conditions, but eligibility must be checked with the issuing authority.

Dispose of cigarette ends safely

Use the ashtray or disposal facility in the smoking area. Do not drop cigarette ends on the ground, in drains or into ordinary rubbish while still burning. Littering can be penalised separately from smoking in a prohibited area.

Avoid exposing other people to smoke, even where smoking is permitted. Move only to a place where the activity is allowed rather than gathering at a building entrance.

Buying and bringing tobacco

Licensed retailers, including many convenience stores, sell cigarettes subject to age verification. Carry accepted identification if you intend to purchase them; not every shop sells tobacco or operates around the clock.

Customs allowances for bringing tobacco into Korea are separate from the rules on where you may smoke. Check the customs page for the allowance applying to your product and declare goods when required.
