Duty-free shopping and tourist tax refunds are different
A duty-free shop (면세점) sells you goods with no customs duty and no VAT (value-added tax) in the price at all — nothing to reclaim afterwards, because you never paid it. The tax refund is the opposite shape: you buy at an ordinary shop, pay the full price, and claim part of it back on the way out. They have separate counters, separate paperwork and separate thresholds, and you need to use the process shown on your receipt or order confirmation. If what you are holding is an ordinary shop receipt, “Tourist tax refund: am I eligible?” and “Tax refund: immediate, downtown or airport?” are your pages, not this one.
Keep the purchase limit separate from the customs allowance when you arrive in another country.
Who may buy: anyone leaving the country, with a passport and a flight
Departure-hall and downtown duty-free shops sell to people leaving the country, including transit passengers continuing abroad. Nationality is irrelevant — Hyundai Duty Free (현대면세점) puts it in English: "All Korean or non-Korean citizens who are confirmed to be leaving the country are eligible."
What proves it is a passport and a confirmed onward flight — date, time and flight number — because those decide which airport your goods are trucked to and when. If your passport is reissued after you buy, or your flight changes, tell the shop: the government's plain-language legal portal is blunt that the goods are already booked against the old details.
Choose where to shop and how to collect
| Channel | Shopping and collection arrangements |
|---|---|
| Downtown | You can see products and ask staff for advice. Most orders require departure pickup, although some Korean-made purchases qualify for in-store handover to eligible foreign customers. |
| Airport | You shop after departure formalities and usually receive the goods at the counter. Check stock and leave enough time to reach your gate. |
| Online | You can compare listings before departure but cannot inspect the product. Check the operator’s order deadline and pickup instructions. |
For most downtown and online orders, you collect at the departure pickup counter with your passport, boarding pass and voucher. There are exceptions: eligible foreign customers buying Korean-made goods downtown may receive them in the shop, and overseas dispatch can be arranged under a separate procedure at purchase. Confirm the method for your actual order; do not assume a missed airport collection will be mailed automatically.
Which downtown stores are still open
Korea's downtown duty-free trade has contracted hard, and older guides still send people to shops that have closed. The Korea Duty Free Shops Association (한국면세점협회) member register is a useful operator directory. In Seoul it currently shows Lotte (롯데) at Myeongdong (central Seoul's main shopping street, and its cosmetics district) and World Tower, Shilla (신라) at its Seoul store, Shinsegae (신세계) at Myeongdong, Hyundai (현대) at the Trade Center, Shilla iPark (신라아이파크) in Yongsan, and Donghwa (동화). Outside Seoul, Lotte Duty Free runs downtown stores in Busan and Jeju, and Jeju has its own JDC and tourism-organisation stores.
A directory entry does not guarantee today’s opening hours or brand stock. Check the operator’s branch page before making a special trip. Jeju’s designated domestic-travel duty-free shops use a separate scheme from international departure shopping.
At Incheon, the airport lists every shop, brand by brand, with floor, gate and hours on its own duty-free page. Several listed branded counters in Terminal 1 run 06:30–21:30; a few — Shilla Duty Free's fashion, sunglasses and watch hall near Gate 26, for one — are open around the clock.
The limits, and the one that applies to you
There is no purchase limit. The old US$5,000 ceiling was scrapped on 18 March 2022; the government's legal portal states that a departing person "may buy goods at a bonded retail shop with no limit on the amount". Guides still quoting US$5,000 are four years out of date.
What survives is the allowance on the way back in. Korea taxes goods a traveller brings into the country above US$800 in total, with alcohol (2 litres and US$400), tobacco and 100 mL of perfume counted separately on top. If you are travelling directly home, check your home country’s arrival allowance instead. Doing a side trip — Japan for a weekend, Taiwan for three days — and coming back, it helps determine whether a declaration and tax payment are required; “What can't I bring into Korea?” has the inbound picture.
Buying duty-free does not exempt goods from customs when you bring them into Korea or another destination. Declare goods where required and use the relevant arrival allowance.
Which channel for which job
Airport is the right default if you are buying one or two things and know what they are: you see the goods, you carry them onto the plane, there is no separate pickup voucher to manage. The range is narrower than downtown and you are shopping against a boarding time.
Online lets you compare offers before departure. The operators' own sites and apps run points, coupons and member tiers the airport shelf does not, have product-specific stock and operator-specific order windows. Consider the practical limits: you buy without touching anything, popular lines sell out, and you still have to find the pickup counter and queue. Read the operator's own terms before you commit — Lotte's set out what happens to an order you never collect, and Shilla's shopping guide lists every airport and port where its counters sit.
Downtown earns its place when you want to be advised, to test a shade or a scent, or to buy something you would not order blind. Allow time for the store visit and confirm whether the order will also require airport collection.
What to do
- Bring your passport and know your flight number before you go near a duty-free counter.
- Compare the final offer, including coupon eligibility, stock and collection time. Shop downtown if you need advice or to see the product.
- Keep the two systems apart. An ordinary shop receipt goes to a refund desk; a duty-free voucher goes to a pickup counter.
- Ignore the old US$5,000 figure. It has not applied since March 2022.
- Watch the US$800 line only if you are coming back to Korea.
