What the regulator measured
The Korea Consumer Agency surveyed 1,000 people who had used Baemin (배달의민족), Yogiyo (요기요) or Coupang Eats (쿠팡이츠) in the previous year, and separately examined 240 restaurants across selected food categories on those platforms. Some reviewers rated higher in exchange for a freebie:
The survey reported that 734 of the 1,000 respondents consulted reviews when choosing where to order. Of the 773 respondents who had written a review, 504 said they had participated in a review promotion. Of those 504, 401 said the incentive affected their rating, and 394 of those 401 said they gave a higher rating than their satisfaction warranted.
A review event (리뷰 이벤트) is a promotion offering a benefit, such as a free side dish, in return for a review. Terms vary. A review written for an incentive may not reflect the same judgement as an independent review, so look for a disclosure and read the details rather than relying only on the average score.
The Naver economy: tasting panels (체험단) and receipt reviews (영수증 리뷰)
Naver is a Korean search and online-services company whose place listings include customer reviews. Restaurant marketing also uses tasting panels and receipt-based reviews. Recruited tasting panels (체험단) are the first: an agency assembles bloggers or Instagram accounts, the restaurant provides free meals, the panel publishes. Receipt reviews (영수증 리뷰) are Naver's receipt-verified reviews — you photograph the receipt, Naver confirms you were there, and your review counts toward the restaurant's ranking in Naver Place. Because that ranking drives walk-in traffic, an entire consulting industry exists to raise it, and its own marketing is the proof: Korean YouTube carries channels teaching restaurateurs how to push a listing up with receipt reviews, how to get the most out of a review panel, and how to recruit a blogger panel for free — alongside others warning that receipt-review manipulation will finish a shop.
Disclosure requirements help readers identify sponsored recommendations. The Fair Trade Commission's guideline on endorsements, amended with effect from 1 June 2026, requires anyone who received cash, vouchers, points or free goods for a recommendation to say so — next to the recommendation, not mid-paragraph, not in a comment, and not behind a "더보기" (see more) tap; legible; and specific — #광고 (ad), #협찬 (sponsored), 체험단 (tasting panel), 무료 상품 (free product), 상품 협찬 (product sponsorship) all count, a bare brand hashtag does not. The 2026 amendment also brought AI-generated endorsements into the same frame.
Look for 광고, meaning advertising, or 협찬, meaning sponsorship. Other disclosures may describe a free meal, gift or tasting-panel invitation. The absence of a disclosure does not, by itself, prove that the author was paid or broke a rule.
Naver's star ratings came back in April 2026
Naver removed star ratings from Place reviews on 25 October 2021, after years of coordinated one-star attacks, leaving keyword tags and free text. They returned on 6 April 2026, with average scores publicly visible from 9 July 2026. Three details change how you read a Naver score today:
- The average blends two eras. It combines ratings accumulated before 25 October 2021 with ratings collected from 2026, shown as one number. A restaurant that was excellent in 2019 and mediocre now can carry a flattering average.
- Owners can switch the average off. There is an on/off toggle, and for businesses that opened after October 2021 the average is hidden by default. A missing score is not a bad score.
- Each reviewer's own average is shown to you, so a person who gives everything five stars is identifiable.
Compare more than one platform
Naver Map and KakaoMap are Korean map apps. These apps and Google Maps have different audiences and review systems. A restaurant may have many reviews on one and few on another. That difference does not establish the reviewers’ nationality or the quality of the food.
Read the most recent reviews and look for specific details: which dish was ordered, its price and portion size, and how the service worked. Photographs can help you understand what is served, but they are not proof that a review is independent.
Look for disclosures such as 광고, meaning advertising, or 협찬, meaning sponsorship. A free meal or gift can influence a review. Equally, an enthusiastic review without a disclosure is not, by itself, evidence of wrongdoing.
Compare several recent accounts before drawing a conclusion. Repeated comments about the same issue are more useful than a single extreme score, and a restaurant’s menu or management may have changed since older reviews were written.
