Minimum orders and the two-portion rule

Korean Restaurant 2 Person Minimum! Koreans Don't Eat Alone? — Megan Moon

The two-portion minimum, and why it exists

Shared grills, pots and platters can have a minimum order because the restaurant prepares them in a particular quantity. A portion is written 인분. Check how many portions you must order and whether the menu offers an individual alternative.

Minimum orders are common for some dishes in these categories:

CategoryTypical dishes
Grilled meat (구이)pork belly (삼겹살), pork shoulder (목살), ribs (갈비), beef (소고기), intestines (곱창·막창), lamb skewers (양꼬치), grilled shellfish (조개구이)
Communal pots (찌개·전골·탕)army stew (부대찌개), pork-spine potato stew (감자탕), shabu-shabu (샤브샤브), seafood hotpot (해물탕), spicy fish stew (매운탕), spicy braised chicken (닭볶음탕)
Plattersboiled pork wraps (보쌈), pig's trotters (족발), sweet-and-sour pork (탕수육), braised chicken (찜닭), braised monkfish (아구찜), stir-fried spicy chicken (닭갈비)
All-you-can-eatall-you-can-refill (무한리필) and many buffets (뷔페), where the historical floor is two or three people
Course menusKorean set banquets (한정식), high-end Japanese, Chinese and Western (일식·중식·양식) courses, and raw fish (회) with its train of side plates

Operators give the same list and the same reason: 탕수육, 부대찌개, 보쌈 and 족발 carry thin margins for the labour they take, so the smallest size sold is two or three portions.

How to see it coming

The notice is almost always in Korean and almost always small. Look for these strings on the menu, on a wall card, or taped to the door:

What it saysWhat it means
2인분 이상 주문 가능Two portions minimum
2인 이상 주문 가능Two people minimum
2인 기준 / (2인분 기준)The price shown is for two
1인분 주문 불가Single portions not sold
1인분 가능Single portions are sold — the sign a solo diner wants
점심특선 / 런치 세트Lunch special, very often a single-portion version of the same kitchen
최소 2인 이상A minimum of two people — applies to buffets and all-you-can-refill (무한리필)

Two reading habits save most of the trouble. First, check whether the meat price is per portion or per 100 g. If a portion costs ₩19,000, ordering two costs ₩38,000. Second, small, medium and large (소 / 중 / 대) do not have a fixed number of servings. A separate label such as 2인 or 3인 gives the restaurant’s suggested number of diners. Ask if none is shown.

What you are protected on

No rule obliges a restaurant to sell you one portion, and none obliges it to warn you in a language you read. The Fair Trade Commission (공정거래위원회) calls a two-portion minimum the operator's own commercial decision, not a competition-law matter.

What is required is that the price you are shown is the price you pay. Annex 17 of the Food Sanitation Act's Enforcement Rule, the standing conduct rules for every registered restaurant, obliges an operator to post the VAT (value-added tax)-inclusive amount actually payable where customers can see it and to charge that price; premises of 150 m² or more must post it outside as well as inside; and the main ingredient and the weight of what is served must match the list. Check any stated per-person charge or minimum before ordering. If the final bill contains an unexpected charge, ask staff to identify where it was disclosed.

Separate consumer dispute-resolution criteria address booking deposits. The Consumer Dispute Resolution Standards (소비자분쟁해결기준), a Fair Trade Commission notice, give restaurants their own table and open it with this: a deposit taken without an explicit notice to the customer is not a cancellation penalty at all, and is refunded whichever side cancels. Where it was disclosed, an ordinary restaurant refunds it in full up to an hour before and 25% after that; a reservation-based restaurant — one cooking to order from ingredients it must throw away — refunds in full to 24 hours out, 50% from then to an hour out, and 25% after. These are dispute-resolution criteria rather than an automatic fee or refund schedule for every booking. Read the agreed terms and any applicable rules for your reservation.

Delivery is a won amount, not a portion count

A delivery app applies a minimum order amount (최소주문금액) set per shop, and it is the reason a single-person order often will not go through. A survey of 502 restaurant owners put the averages at:

AppAverage minimum order
Baemin (배달의민족)₩14,079
Coupang Eats (쿠팡이츠)₩14,404
Yogiyo (요기요)₩14,724
Public delivery apps (공공배달앱)₩13,589

Six owners in ten set different minimums on different apps, so the same restaurant can be orderable on one app and not on another. Delivery fees sit on top of that figure, not inside it.

One option for smaller orders is Baemin (배달의민족)'s one bowl (한그릇) category, which carries single-portion dishes at roughly ₩5,000–₩12,000 with no minimum order amount at all, replacing the app's older single-portion (1인분) section. It opened in Seoul in April 2025 and spread to the other big cities from June. Its limit: most main dishes cost more than the ceiling the category applies to, so the number of qualifying dishes is small.

The café version: one item per person

Sit down in a Korean café with four people and one coffee and you will meet 1인 1음료 — one drink per person. It is usually printed on a small card at the till or on the table. Study cafés, board-game cafés and dessert cafés apply it most strictly; a busy chain at the weekend will too. It is a house rule, not a regulation: the café uses the minimum purchase to support the cost of providing seating.

What to do about a minimum you have run into

  1. Order two and take half away. Ask whether takeaway (포장) is available and whether the dish is suitable to take with you.
  2. Move to lunch. A lunch special (점심특선) or lunch set (런치 세트) is very often the same kitchen's single-portion product, and grill houses that refuse one person at 19:00 sell short-rib soup (갈비탕), raw-beef bibimbap (육회비빔밥) or kimchi stew (김치찌개) to one person at 12:30.
  3. Look for the earthenware-pot (뚝배기) version. A stew cooked in an individual earthenware pot is often sold as an individual meal, but check the menu — pot bulgogi (뚝배기 불고기), soft-tofu stew (순두부찌개), a soybean-paste stew set meal (된장찌개 백반).
  4. Change category entirely. Rice-and-soup shops (국밥), knife-cut noodles (칼국수), cold noodles (냉면), snack food (분식), pork cutlet (돈까스) and ramen counters often offer individual meals. Check the particular venue’s policy.
  5. On delivery, add a side. Compare the extra food and delivery fee with another restaurant’s minimum. Add only items you want rather than assuming that reaching the minimum is the cheapest choice.
