The scan, and where it actually happens
Incheon's instructions set the order, and it is not the one most people assume:
- Arrive with time to spare.
- Keep the goods with you. Nothing you have claimed on goes into a
checked bag before step 3.
- Go to a kiosk in the departure hall — before handing over checked baggage. Scan your
passport, then the barcodes on the slips. The kiosk records the export.
- Only if the kiosk sends you to customs go to the customs desk, with
passport, slips and the goods — unopened and unused.
- Then check in, clear security and immigration.
If the goods must go in checked baggage, tell the airline before handing over the bag. Complete the export checks and follow its instructions for the appropriate baggage drop.
You have already been paid, so there is no counter to visit airside. Complete the required export validation even though you received the money earlier. Do not confuse immigration clearance with customs export validation. A missed validation can affect the deposit after you return home.
Why there is a hold on your card
The law is blunt: Article 107(3) of the Restriction of Special Taxation Act says that where goods on which tax was refunded are not taken out of the country, the government shall collect the tax back. The refund depends on meeting the export conditions, and the decree lets a refund company that pays you before customs has confirmed anything take security to guarantee that confirmation. That security is the credit-card hold.
Global Tax Free's downtown terms:
- You need a supported Visa, Mastercard, Amex or JCB credit card.
- The operator holds 110% of the refund as a deposit.
- The deposit is released automatically after customs validation.
- You must complete customs validation within 25 days of receiving the refund.
- Each receipt must be for a purchase between ₩15,000 and ₩6,000,000.
On a ₩5,900,000 purchase the refund is about ₩480,000, so the hold is about ₩528,000. If export is not validated, the operator may collect against the guarantee under its terms. Ask the operator what applies to you.
Two clocks, different lengths
The 25 days run from the day the money left the counter, not from your flight. A downtown refund taken on day two of a four-week trip expires before you fly. Do not assume a later visit to Korea will resolve a missed deadline. Ask your refund operator for help before the deadline passes.
| Clock | Length | Starts | Set by |
|---|---|---|---|
| Export the goods | 3 months | day of purchase | the decree |
| Customs validation after a downtown refund | 25 days | day of refund | Global Tax Free |
Four other ways it goes wrong
- You opened the box. Customs validates unopened, unused goods, and
Incheon Airport is plain that if the goods cannot be produced, validation can be refused. Wearing the coat to the airport is the classic loss.
- Your slips are from different companies. A downtown desk handles only
its own company's slips; check the airport counter or electronic route that supports each operator’s slips.
- You left it to the counter, and the counter had shut. Incheon's
staffed counters close at 22:00 in Terminal 1 and 21:30 in Terminal 2; the machines run all night. But the kiosk step is landside and before check-in whatever the hour.
- Someone offered to help. KBS has reported
on people memorising travellers' passport numbers while "helping" at refund desks and pocketing the money. The passport number is the key to a slip. Do not hand your passport to a stranger, and do not let anyone photograph it.
Should you take one?
| Your situation | Verdict |
|---|---|
| You want spending money in Korea from a large purchase | Downtown works, and it is the only route that does |
| Flying within a few days, travelling light | Fine — the window is short |
| More than 25 days from departure | No. The quoted GTF deadline would pass first |
| You plan to use or wear the item in Korea | No. Customs can refuse an opened item |
| The goods go in a checked bag and time is tight | No. It adds a step you may not have time for |
| You do not want a hold on your credit limit | No. Take it at the airport |
The airport route avoids an advance-refund deposit, but still needs time and completed export checks; the downtown route hands you the money a few days early and puts a charge on your card if anything goes wrong. Choose an advance refund only if receiving the money before departure is useful and you can meet its conditions.
