Which one to use
| Your situation | Use | Why |
|---|---|---|
| Receipt under ₩1,000,000 and the shop offers it | Immediate | No separate refund collection, but keep the receipt and export the goods |
| A run of shopping that will pass ₩5,000,000 in one visit | Immediate until the cap, then airport | The ₩5,000,000 ceiling counts only immediate refunds |
| One expensive item over ₩1,000,000, and you want the cash to spend in Korea | Downtown | The only route that pays before departure at that size |
| One expensive item, no need for the cash now | Airport | No advance-refund card hold or 25-day operator deadline |
| Slips from several different refund companies | Airport | Check which airport counter or electronic route handles each operator’s slips. |
| Early-morning or late-night flight | Airport, at a machine | Check access and operating hours for the exact counter or machine. |
| The goods are going in hold baggage | Airport, and tell the airline first | Customs cannot confirm export of goods it cannot see |
An immediate refund can be convenient when you qualify, because the discount is applied at the shop. You must still meet the export conditions and retain the receipt.
1. Immediate, at the till (즉시환급)
A designated shop can simply take the tax off the price at the register, but keep the receipt and follow any customs request. Two conditions, both needed:
- the tax-inclusive price of that one receipt is under ₩1,000,000, and
- your running total of immediate-refunded purchases **since you entered
Korea is ₩5,000,000 or less**.
The shop scans your passport and sends an electronic record to customs at your departure airport, which then normally asks nothing of you at all — KTO (the Korea Tourism Organization) describes the refund claim as unnecessary after an immediate refund. Two further conditions matter: customs may still ask for the receipts if the record looks wrong, and if you have ever failed to take refunded goods out within three months, immediate refund is closed to you for later purchases. Not every shop offers it, two shops on the same street can differ, and many shoppers — including Koreans — do not know it exists. If the till does not offer it, ask.
2. Downtown, before you leave (시내환급)
The refund desks inside department stores and the kiosks in Myeongdong (central Seoul's main shopping street, and its cosmetics district) pay you — cash, or back to a card — before customs has confirmed anything, on receipts up to ₩6,000,000 tax-inclusive. Because the money moves before the goods leave, the operator takes security. Global Tax Free requires a supported Visa, Mastercard, Amex or JCB credit card and holds 110% of the refund as a deposit. It releases the deposit after customs validation. You must complete that validation within 25 days of receiving the refund, rather than 25 days after your flight. “Downtown tax refund: the customs scan you must not miss” is what happens when that clock runs out.
Check the desk before travelling. Desk locations and opening hours can change. Ask your receipt’s refund operator or the store information desk for the current location and opening hours.
Other operators run their own desks, and a downtown desk only processes its own company's slips. A Global Tax Free slip from one shop and a CubeRefund slip from the next cannot both be cashed at the same desk.
3. At the airport, after customs (사후환급)
Keep every refund slip. At the airport, follow this order, which Incheon's own instructions are firm about:
- Before handing over checked baggage, keep the goods with you — not in hold baggage.
- Go to a kiosk in the departure hall first. Scan your passport and the
slips. The kiosk approves the export electronically.
- Only if the kiosk sends you to customs go to the customs desk, with
passport, the unopened goods and the slips.
- Clear security and immigration, then collect at a refund counter or
machine inside the duty-free zone.
If the goods must go in checked baggage, tell the airline before handing over the bag. Complete the required export checks, then use the baggage drop specified by the airline.
Incheon's staffed counters run 07:00–22:00 in Terminal 1 (duty-free zone, 3F, near Gate 28) and 07:00–21:30 in Terminal 2 (3F, opposite Gate 250 and near Gate 253); the machines run 24 hours at both, and in the Concourse beside the central pharmacy. Check which operators the particular counter or machine supports. “Tax refund at the airport: kiosk first, then bags” has the walk-through and the time to allow.
The ceilings are not shared
The ₩5,000,000 per-visit limit belongs to immediate refund alone. There is no published per-trip ceiling on the airport route, which is why a large purchase is usually best left to it. Every figure, and the ones sources disagree about, is on “Tax refund limits: minimum receipt, caps and deadlines”.
